The development and Countermeasures of private paper industry after WTO (Part I)

the basic economic system of "public ownership as the main body and the common development of various ownership economies" determined by the 15th National Congress of the Communist Party of China has stimulated the development of China's private enterprises and made them an important part of the socialist market economy. The private paper industry has developed rapidly and has become an important force in China's paper industry. Taking Guangdong as an example, there are more than 00 existing paper-making enterprises 3 in Guangdong Province that provide a good environment for project construction, of which more than 200 are private paper industries. In the annual production capacity of nearly 4million tons, the private paper industry accounts for 60%. Its products include household paper, packaging paper, cardboard, white paper board, coated paper and functional paper products. Among them, toilet paper and tissue paper are among the best in China. They produce high-grade packaging paper, Deeply welcomed by users at home and abroad. Some of China's private paper industry has entered the large-scale paper industry with an annual output of more than 200000 tons, which plays an important role in the domestic paper industry and has developed into the star of China's paper industry

the development of private paper industry has made its status and role in the national economy increasingly prominent, and has become a driving force supporting the growth of the national economy; While increasing social capital and creating wealth for the country, it has also created employment opportunities and contributed to social stability; Through competition, it has also promoted the reform and development of the state-owned paper industry and accelerated the establishment of the market economic system; The development of private paper industry has improved the structure of China's paper products, promoted the development of China's paper industry, and also affected the development of related industries such as machinery, chemical industry, instrumentation, environment, etc

in the new century, whether China's private paper industry can develop continuously, especially after China's entry into the WTO, how to adapt to the development is a major issue worth discussing. After investigation, the author talks about his initial views

1. under the new situation, the private paper industry will face challenges

some experts predict that China's entry into WTO will be conducive to the development of modern large-scale state-owned paper industry and joint venture, sole proprietorship and private paper industry, and paper enterprises will be polarized. In fact, the private paper industry will also face new challenges, especially in product quality, product price, technical level and environmental protection. How to survive and develop in the new situation is a problem that every private paper industry must face

in terms of product quality, the quality of some private paper industries has not been upgraded, with high raw material consumption and low efficiency. Some owners have weak quality awareness and have not realized the potential crisis; In terms of product price, some paper industries used to occupy the market with the advantage of low price. However, after China's entry into WTO, the paper tariff will gradually drop to 5% ~ 6% and eventually close to zero tariff. Therefore, products occupy the market with low price and have no anti-aging advantage; In terms of technical level, some private paper industries are backward in technology, and their technical equipment is 40 to 50 years behind the current international level. Under such conditions, it is difficult to upgrade the product quality, and there is a lack of sufficient funds for technical transformation; At present, the national requirements for environmental protection, cleaner production and up to standard emissions are more stringent. Environmental issues will truly become the key issues for the survival and development of the paper industry

it can be considered that after China's accession to the WTO, private enterprises with obsolete equipment, backward technology, serious pollution, poor internal management, low-grade products but unable to lower costs will face severe challenges, feel considerable pressure, and will be phased out

2. to achieve industrial upgrading through strong alliance or introduction of funds is a countermeasure to improve the competitive strength of the private paper industry.

under the new situation, on the premise of adapting to the global economic breakthrough in the new technology of full film chlor alkali production and the integration of complete sets of units and the requirements of the national sustainable development strategy, the private paper industry must find corresponding countermeasures in order to survive and develop. For different conditions, the following approaches and countermeasures can be considered

(1) for the private paper industry with strong strength, efforts can be made in "high, large and strong" to form key enterprises and large enterprise groups through strong alliance or mutual equity participation. By increasing investment in science and technology and establishing a modern enterprise system, the enterprise will have a higher level, larger scale and stronger ability, and further improve its competitive strength in the domestic and international markets

(2) for the "small and fine" private paper industry with its own characteristics, such as the high-grade special paper and functional paper products paper industry, we can work hard on "special, fine and strong", make use of the advantages and characteristics of our own brand products, try to introduce foreign capital through various possible ways, carry out strategic restructuring and technological innovation of the enterprise, so as to make the enterprise better and stronger and improve its competitive strength

(3) for the private paper industry that has a certain scale and produces medium and low-grade products, such as the corrugated paper factory, it should obtain funds by leasing or selling part of its equity, deepen internal reform and technological transformation, reduce costs as much as possible while realizing product upgrading, take high quality and low price as the trump card of competition, and seek the survival and development of the paper industry

(4) for the private paper industry with backward technology and equipment and low-grade products, only through the transfer of property rights, the sale of equity, the merger of the strong to revitalize the enterprise, and through market research and analysis, adjust the product structure as soon as possible, so as to have the hope of survival after China's accession to the WTO.
